Philosophy:
COPE’s Philosophy was first set forth by our founder, Judge Francis L. O’Brien. He stated,”I never felt punishment, especially for a juvenile, served as a deterrent. It’s vengeance which doesn’t profit anyone. If you threaten someone, if you tell them dire consequences are going to result, you might get temporary good behavior. A change of behavior, of attitude is the only permanent solution to those who create problems.” COPE believes that all youth deserve the opportunity to receive a quality education. We believe that the foundations of learning are built through quality relationships, positive interactions, and support of the whole needs of youth.
We enable students to build their educational and occupational competency in preparation for adult life. COPE believes that these youth are worthy of the most passionate and purposeful efforts of our staff and community.
